I can confirm this, I have never been able to produce any effects with the ST VST in dbPoweramp, I just get unaffected audio, therefore I just do all my adjustments in Adobe Audition instead. My iZotope & other VST's work fine with dbPoweramp. The ST windows appears and I can make adjustments, but nothing gets changed when the audio file is created.
I am using Win7 x64, but I have tried in my Virtual XP & Win7 x86, with same results.
Edit Update: I went back in and played around with this again, I noticed that when I make my adjustments and click ok in (dbPoweramp) the ST VST to save and go to the convert window, that if I click on the VST settings button to check my adjustments, that they have all been reset to the default settings (this should not happen). My other VST's do not act like this, they keep their last state even if dbPoweramp has closed and reopened.
