Yes, Stokkemask is important. Station who pumped up their power will hear not much, but when your Stokkemask isn't right, then they can get a warning and fine after if it's still not right.
The second IS better but not that much, you need to divide the number by the number of cores (assuming that there are at least 2):
E5200: 1302 / 2 = 651 -> Running at 50% quality
Q9300: 3189 / 4 = 797
Q9450: 3792 / 4 = 948 -> Running at 80% quality, 70% with Stokkemask enabled.
So you need to have one that reaches at least about 1200 I think.
E8500: 2285 / 2 = 1143, but you overclocked it to 3.60 GHz (originally 3.16) so we need to multiply that by 3.60/3.16 -> 1302. Yea, that should work.
Note: Lowering the quality might not be that much of a problem, at the highest Latency setting (4096) you can easily lower it to about 50% without
too much effect on the audio.
