That's odd...

I have NO idea what could be causing this, but let's start by asking some questions:
- Which version of Stereo Tool are you using? Winamp plugin, DSP, stand alone? 4.22 or one of the 5.00 BETA's?)
- Have you checked that the Juli@ info panel displays the same sample rate that Stereo Tool is using (176.4 kHz based on your post)?
- What does the "10.895ghz" in the subject mean?
- If you set the receiver to MONO, does the hiss and humming disappear? If not, do you also hear the humming and/or the hiss if you listen directly to the Juli@ output (the sound that it sent to the transmitter)?
- Do you also hear this humming and hiss if there's no sound to be broadcast (eg. broadcasting silence)? (You can turn 'Post Amp' to 0 to test this).
- What happens if you reduce the sound card output level (NOT the Post Amp in the main window, but the slider that's available for the FM output / Direct Sound Card Access in Winamp)?

Note: 176.4 kHz should work fine, I always test with it on a Juli@ and I'm not getting the sounds that you're describing. (Although there were some weird sounds with earlier Stereo Tool versions). I should add to that that I haven't been able to test the Juli@ output lately because I'm having driver issues in Vista64. So it's possible that there's something wrong with the stereo signal - but if so, others should be hearing it also and you're the first to mention it.
